State Level Licensing and Oversight Agencies in California, as well as Insurance Bond Companies operating in California, are not opening and executing investigations into extremely nefarious Professional Licensee Malfeasance in a manner dictated by State Statutes.

They also are not executing Administrative Prosecutions, Penalties and Criminal Referrals to DA's or the Attorney General for Fraud, Gross Negligence and Misrepresentation inline with State Statutes and a manner most Tax Payers would have expected. 

Absent that, Civil Attorneys  are not engaging  to protect harmed Citizens in Fraud, Gross Negligence, and Misrepresentation committed by Professionally Licensed Criminals.  The first line of Defense for a Licensed Professional Criminal is presentation of evidence that their oversight body found no violations, when in fact the oversight body may have either 1) refused to open a complaint contrary to state statutes and/or 2) closed the complaint in a fraudulent or grossly negligent manner, as will be shown with real world examples.
  

This illegal activity at the State Oversight Agencies is transpiring even if the Frauds are obvious to a buffoon at face value.   The overriding theme is a desire to get Tax Payers to believe Civil Law Logic is the guiding logic for oversight investigations, not Administrative and Criminal Law Logic, combined with the Power of Subpoena.
 

It's unclear at this time if this behavior has been intentionally engineered into the Oversight Bodies by Insurance Companies, the Legal Lobby, and/or subsets of each Professional Lobby seeking nefarious commercial benefits,  or if it was a creative way for those employed in them to reduce their own workloads and headaches.

As a State we'd be better off without Licensing instead of this, as it has created a False Sense of Trust and Safety which can be financially, emotionally and mentally damaging, if not deadly, to the Tax Payers who are pooling money for this sham.  

As "Officers of the Court",  the current flock of Civil Attorneys are not able to execute their social support duties due to Administrative Oversight Body Inversions and other concerns not limited not to the malfeasance of others. 

That has left all of us in a situation where we need to reconsider how we protect ourselves as Individuals and Communities from Professionally Licensed, Commercial Criminals at a local level until proper Oversight Systems can be (re)established and/or Civil Systems  for serious and sincere Civil Dispute resolution can be (re)established.  

Another method for correcting this short term is Criminal Prosecution of Professional Malfeasance at a County Level that escalates so high, the Licensed Professional Criminality and Oversight Failures simply stop dead in their tracks.
